Call to all scrappers: What is this metal??

What is this? It came out of some heavy gauge electrical wiring from a 100amp service line. The system was out in some 20+ years ago. Someone suggested welding wire... If that's the case or if not.. What is it? Looks copper when cut. Not magnetic. Anyone?
