The Palatine Command Barge is an over engineered testament to the capabilities of pre-war human systems. Not only is the Palatine full to the spacious brim of cutting edge (at the time) technology, it's also full of the most pricey interior design its commissioners could dream of.
Many of these ships were produced, and although the cost was astronomical, many have ended up in the hands of ne'er-do-wells, as well as the home fleets of both Kalium and the UCM.
