This is Toy Soldier Set W. Britain 13032 U.S. Marine Drummer 1811 - 18.

In the 19th century, field musicians provided a means of passing commands to soldiers in battle. Percussion instruments helped set the marching pace, called out orders or announcements, and motivated troops in the heat of battle. Easily carried on the march, they were loud enough for clear communication over the din and confusion of combat. To differentiate themselves from the regular infantry, musicians would reverse the traditional colors. Members of the United States Marine Band (The President’s Own) and the United States Marine Drum and Bugle Corps (The Commandant’s Own), carry on this tradition by wearing the Red Dress uniform, which features a scarlet blouse with blue trim.
