Such forts were included in the line of defense. Elves kept provisions and weapons in them in case of attack. They were connected by a system of roads that had long since become overgrown and became part of the forest.
Hidden ancient artifacts and weapons can still be found in the ruins of the forts. The elves knew how to build so that the doors remained hidden from prying eyes.
