The premier spies and infiltration agents in pre-modern Japan, Shinobi were not samurai. In the chaos of the Sengoku Jidai many peasants were displaced and left without a form of income. Those who could fight, and were predisposed to stealth, sold thier services as spies to rival Daimyo. Contrary to modern interpretations, there is little extant evidence the shinobi were assasins.
