The Harbormaster rules the last functioning docks on a poisoned sea, where rusted freighters crawl in beneath a dying red sun and every arrival is treated as an invasion.

Part captain, part customs officer, part executioner, he controls the movement of fuel, weapons, food and flesh through the harbor’s armored gates. Nothing lands without his mark. Nothing leaves without his price. Smugglers fear his inspections, captains dread his tariffs, and entire crews have vanished after disputing the weight of their cargo.

Broad as a bulkhead and twice as difficult to move, the Harbormaster patrols the quays in a battered greatcoat, issuing orders with his fists already raised. His authority comes not from any distant government, but from the dockworkers, enforcers and gun crews who know that without him, the harbor would collapse into piracy by nightfall.

He does not command the sea.

He simply decides who survives it.
