Provincial Governor Dlafl Shtalijtlas is a seasoned Zhodani noble, skilled in political and economic leadership, but his overconfidence in strategic matters has led to mixed results in war.

Known for his belief in the superiority of Zhodani culture and his advocacy for post-war telepathic education, Shtalijtlas strives for a peaceful future. However, his focus on long-term goals often blinds him to immediate military challenges, leaving some to question his effectiveness in the ongoing conflict.
