This slum tenement features two levels of dilapidated housing or stores for use in the down-and-out areas of your campaign. The second level of the model includes a room that overlooks the archway that likely leads to the slum district. Each room is accessible through removable roofs and has working doors.

The Torbridge Cull slums wouldn't exist if it wasn't for the power and influence of the criminal element that rules over it. The people who live there would have long ago brought themselves up out of poverty if such gross portions of their income, labour and sense of self-worth wasn't swept away by the tenement slumlord and his enforcers.
It is a place of desperation and despair, and few who fall into the trap of living in the tenements ever escape.
