The Golden Bull clan is really a loose federation of a number of city-states, each of which is controlled by its own Lugal, a sort of elected king- or queen-for-life. The Lugal is usually one of the wealthiest members of the city’s upper class, even before gaining control of the city’s considerable public resources. Despite the potential for corruption, however, most Lugals do their best to run their city well and for the benefit of their citizens as much as themselves. Power has its privileges, but a king who abuses those privileges too much may find their reign cut short by angry constituents unwilling to wait for their errant ruler’s lifespan to run its natural course.
