Rumors of radiation and laboratories are the ravings of uneducated people who thought comic books would help them survive the apocalypse. These monsters were a long project. And when the radiation wiped out all the wardens, all the monsters were set free. And if it wasn't for the radiation, these creatures would have gotten rid of humanity.
