This SAS team is working as a typical 4 man squadron, in a low profile capacity.
While not completely 'covert' in appearance, the use of civilian clothing and low profile plate carriers is enough to conceal their appearance at a distance or while in a vehicle.
Plates and other kit could be stored in a vehicle and equipped at the last moment, before action in order to remain discreet until absolutely necessary.
These operators could also be working in an environment where deniability is required, so no visual identifiers are worn.
Minimal ammunition or grenades are carried, but tools for capture are equipped.
