No one can touch the Kingpin. Not the Feds with their bumbling investigations, nor the city cops that this mobster can buy so cheaply. The city dances to their tune; the mayor is a puppet, the Chief of Police a silent business partner. Racketeering, bootlegging, loansharking, gambling, narcotics; it’s a license to print money – and they do that, too.
